Wrong power estimate related to the declination

What Happened?

There is something wrong in the power estimate related to the declination. Today at 13:00 at my location, the elevation of the sun will be 39° from earth ground (checked with different tools and in particular : https://www.sunearthtools.com/) So the best declination of my solar panels, to face the sun and therefore produces the most power, should be 90 - 39 = 51° (if sun is at vertical/90° my solar panels should be flat/horizontal/0°) My actual solar panels declination, on my roof is 19° (from earth ground) and azimuth is 204° (so 24° west from South) If I make a request : https://api.forecast.solar/estimate/watts/45.65988/4.71915/19/24/3?inverter=2.5&limit=1&format=key-value I get 500 W at 13:00 If, just after (so forecast hasn't changed),I make request with 35° declination : https://api.forecast.solar/estimate/watts/45.65988/4.71915/35/24/3?inverter=2.5&limit=1&format=key-value I get 415 W at 13:00 If I make request with 51° declination, which should the best: https://api.forecast.solar/estimate/watts/45.65988/4.71915/51/24/3?inverter=2.5&limit=1&format=key-value I get 400W at 13:00

The closer I am from best declination, the lower power I get !?!
